Arabic firefox with a very lame theme
Despite the FUD from Mohammed Sameer saying that the xpi doesn't work, it worked fine for me.
After that, there's a new entry in your tools menu to switch locales (this also will take a browser restart)

It didn't work using the -UILocale command line switch. ask pete and he'll confirm it.
